The purpose of the Chief Directorate is to provide strategic leadership in integrated financial management.

The Chief Directorate is responsible for overseeing the implementation of the Public Finance Management Act, 1999 [PDF] 647 kb, the Preferential Procurement Policy Framework Act, 2000 [PDF] 86 kb, the Occupational Health and Safety (OHS) Act, 1993 [PDF] 114 kb and Management Information Security Standards (MISS) and National Archives Act No. 43 of 1996.

The functions of the CFO are:

  • managing and facilitating the provision of financial management services
  • managing and facilitating the provision of supply-chain management
  • managing and facilitating the provision of intemal control and compliance services.

The Chief Financial Officer manages the following directorates:

Directorate: Financial Management

The purpose of Financial Management is to mange and facilitate the provision of financial management services.

The functions of Finance are:

  • developing and monitoring the implementation of financial administration and accounting policies, system and processes
  • providing management accounting services
  • providing financial management services
  • monitoring and reporting on expenditure trends and compiling financial statements for the Annual Report
  • liaising and managing relations with Treasury and the Auditor-General.

Finance comprises the following sub-directorates:

Management Accounting manages and facilitates the provision of financial management services.

The functions include:

  • coordinating the budget planning processes
  • rendering a centralised control function on the budget
  • coordinating the establishment of uniform costing models that informs budgeting
  • coordinating the correct allocation of expenditure and ensuring that procedures and control measures are in place
  • managing the departmental expenditure
  • coordinating the adherence to all financial policies and procedures adopted by management
  • providing financial support to entity oversight.

Financial Accounting manages and facilitates the provision of financial management services.

The functions of Financial Accounting are:

  • drafting of interim and annual financial statements
  • coordinating the compilation of Interim and Annual Financial Statement and reports
  • coordinating the development of financial policies and procedures
  • coordinating the compiling of monthly reconciliations of suspense accounts
  • managing and controlling of the paymaster general account and financial irregularities
  • coordinating the management of petty cash transactions
  • managing the clearance of suspense accounts on a monthly basis
  • coordinating the departmental salaries and allowances
  • providing financial support to entity oversight.

 

Directorate: Supply Chain Management

The purpose of the directorate is to provide effective and efficient supply chain management service.

The functions of Supply Chain Management include:

  • managing departmental demand management plans and acquisition of tenders
  • managing the rendering of logistical and contract management services in the department
  • managing departmental assets.

Demand and Acquisition Management (Internal and External Clients)

Demand and Acquisition Management manages departmental demand management plans and acquisition of tenders. The functions include:

  • Conducting industrial need analysis and determining procurement trends
  • Coordinating compilation of sourcing strategy, procurement plan and demand management plans
  • Coordinating of RFQs and Bid administration services
  • Aligning of departmental needs to budget and departmental strategic plan
  • Facilitating drafting specifications that meet the best standards
  • Preparing monthly, quarterly and annual reports to internal structures and National Treasury.

Logistics Management and Compliance

Deputy Director: 

Logistics Management and Compliance renders logistics and contract management services in the department. The functions include:

  • Ensuring integrity of logistics management system (LOGIS), processes and procedures
  • Managing inventory management services
  • Ensuring orders are processed within 48 hours
  • Ensuring payments are processed within 30 days from receipt of valid invoices
  • Ensuring creditor's reconciliations for key accounts are performed on a monthly basis
  • Ensuring contracts and service level agreements (where necessary) are signed within 21 days of award of a contract
  • Preparing of monthly, quarterly and annual reports to internal structures and National Treasury
  • Monthly monitoring and reporting of supplier performance.

Asset Management

Asset Management enhances, monitors and enforces the transparent and effective management of physicaI assets. The functions include:

  • Managing moveable and intangible assets
  • Managing disposal of assets
  • Maintaining the asset register and implementing controls to safeguard assets
  • Reconciling LOGIS and BAS asset data
  • Verifying asset purchases, movements and disposals
  • Conducting quarterly asset spot checks and annual verifications
  • Preparing monthly, quarterly and annual asset and disposal management report.
