The purpose of the Chief Directorate is to manage the provision of strategic management systems.
The Chief Directorate’s functions include:
- Providing strategic management and performance monitoring and evaluation services.
- Providing guidance and oversight over the governance matters of state
owned entities. - Rendering Service Delivery Model and standards.

The purpose of the directorate is to provide strategic management services for the department and entities.
The functions of the Directorate: Strategic Planning include:
- Providing operational and strategic planning process.
- Managing and compiling strategic, annual and operational plans.
- Overseeing and managing the development and implementation of service delivery model, improvement plan and initiatives (business process, standard operating procedure, service charter and service standards).
- Coordinating the Department's participation in the NDP, MTSF, NASP.
- Providing technical support in terms of alignment of strategies initiative to the broader organisational strategy.
Directorate: Performance Monitoring and Evaluation
The purpose of the directorate is to provide monitoring and evaluation services for the department and state-owned entities.
The functions of the Directorate: Performance Monitoring and Evaluation include:
- Evaluating of the implementation of policies, programmes and system (including the National Evaluation Plan Framework).
- Developing monitoring and evaluation tools.
- Managing the coordination of institutional performance assessment and reporting.
- Ensuring the implementation of the policy framework on the oversight of entities including compliance with relevant legislation.
- Ensuring compliance with funds transfer requirements/conditions to the Entities.
- Monitoring vacancy rates of boards and functionality.
