At its meeting today, Cabinet noted preparations for the celebration of the 10 th anniversary of the country's Constitution. Events in this regard include a Thanksgiving Ceremony in Khayelitsha ( Cape Town ) on Sunday and a special Joint Sitting of Parliament on Monday, 8 May which will be addressed by the President.

At its meeting today, Cabinet in principle approved a strategy for the disposal of non-core properties of State Owned Enterprises (SOEs). The strategy forms part of the programmes of AsgiSA, to ensure that government leverages as much of these properties as possible for purposes of promoting urban and light industrial development and other projects in various parts of the country.

Cabinet today considered a report on the consolidation of the Commuter Rail Services, including the sale of Metrorail as a going concern to the SA Rail Commuter Corporation (SARCC). An agreement in this regard has been signed between Transnet and the SARCC. The meeting agreed that the date for such transfer should be adjusted from 1 April to 1 May 2006, in order, among others, to finalise outstanding issues among all the affected parties.

At its meeting, Cabinet noted progress in establishing the Joint Initiative on Priority Skills Acquisition (JIPSA). A critical part of AsgiSA projects, JIPSA brings together social partners to act on immediate and medium-term skills needs in the economy, particularly high-level and artisan skills.

Salute to Dr Rupert

The Extended Cabinet meeting in Pretoria today (Wednesday) honoured the memory of Dr Anton Rupert as his funeral was taking place in the Cape.

Mr Trevor Manuel, Minister of Finance, was mandated to be the Government's representative at the occasion.

Cabinet took the opportunity of the meeting, since the hospitalisation of the former State President Nelson Mandela to wish him well and a speedy recovery. Cabinet appeals to all South Africans to continue supporting him and thanked everyone who took the opportunity to pray for his recovery and send the family messages of support during this time.

Cabinet today in principle approved the Operational Plan for Comprehensive Treatment and Care for HIV and AIDS, which it had, on 8 August this year, requested the Department of Health to prepare. Amongst other things, the Plan provides for Anti-retroviral Treatment in the public health sector, as part of the government's comprehensive strategy to combat HIV and AIDS.
