In its progress report to Cabinet today, the Flood Relief Command Centre indicated that prioritisation of the process on the basis of R300m allocated has been completed and work had started in a number of areas. This includes a special project for the reconstruction of the infrastructure in and around the Kruger National Park, including the Park fence. Cabinet noted that an additional R226m was available for immediate commitment in this regard.

Cabinet today was briefed on the progress being made to intensify efforts aimed at the reconstruction of areas affected by the recent floods. Intensive integrated work in most of the areas is starting, and arrangements have been finalised to forward the first tranche of about R300-million for this purpose. Consideration will also be given to the allocation of some of the Poverty Relief Funds for the reconstruction programme.

Cabinet reiterated the South African government's commitment to solidarity with the people of Angola. Cabinet noted the period 15-30 May 2000 has been declared Angola Focus Weeks by the Department of Welfare and calls upon all South Africans to mark this week by, inter alia, contributing to the Angola Solidarity Fund. Cabinet today reviewed the launch of the National Coat of Arms and expressed appreciation at the efforts of all those involved. The meeting noted that the majority of South Africans had received the Coat of Arms warmly, and that the next task was to ensure its widest possible promotion, and phased introduction in various departments and other institutions of state.

Cabinet was today briefed on the work of the Command Centre dealing with reconstruction in the areas affected by the flood disaster. Progress has been made with regard to identifying and attending to priority areas; and issues of funding across departmental budgets are being resolved.

Cabinet today finalised the Code of Ethics for Members of Cabinet and Executive Councils -provided for in the Executive Members Ethics Act passed in 1998 -for submission to Parliament. The Code applies to both national and provincial spheres of government, and provides for general standards of behaviour, potential and real conflict of interests, gifts and disclosure of financial interests.

Cabinet held its regular meeting today, at which it reviewed a number of issues arising from the recent Cabinet lekgotla, some of which will inform the President's State of the Nation Address.

Cabinet agreed on the modus operandi of the President's co-ordinating Council - which brings together the President and Provincial Premiers - and it further resolved that the Intergovernmental Forum be replaced by an annual Intergovernmental Conference.

Cabinet has in principle approved funding to the areas affected by the recent floods, in particular those that have been declared "Disaster Areas" in the Northern Province and Mpumalanga. This includes the Kruger National Park. Priority in this regard will be given to the rehabilitation of public infrastructure; and particular attention will be paid to ensuring durability of such infrastructure. Details will be finalised by the Inter-Ministerial Committee on Disaster Management.

Cabinet held its lekgotla on 17, 18 and 19 January to finalise the programme of government for the year 2000. This was followed by an ordinary Cabinet meeting on 19 January.
