Tata Sisulu to be accorded a special official funeral
A joint meeting of Cabinet Committees today constituted itself into a special Cabinet meeting to consider a proposal by President Thabo Mbeki with regard to National Mourning on the passing of Tata Walter Sisulu, and funeral arrangements.

Operational plan for comprehensive HIV and AIDS care and treatment
A joint sitting of the Cabinet Committees on Social and Economic Sectors today received a detailed briefing on the draft Operational Plan for Comprehensive HIV and AIDS Care and Treatment in our country. The discussion was in preparation for the Cabinet meeting which will take place next week.

At its meeting today, Cabinet noted preparations for the Voter Registration weekend of 8 - 9 November, and its importance in preparing for successful elections next year. Government wishes to join the Independent Electoral Commission (IEC) in calling on all South Africans to use this chance to register or to check if their names are on the voters' roll.

The main focus of discussions in Cabinet today was on issues pertaining to the fiscal framework and division of revenue, in order to guide preparations for the Medium-term Budget Policy Statement (MTBPS) by the Minister of Finance to Parliament on 12 November. The Statement will deal with broad indications regarding allocation of resources for the next 3-year expenditure period.

Cabinet yesterday (17 September) approved a set of additional National Orders, in addition to the three that were designed last year. The new orders are meant to honour individuals who have rendered distinguished service for democracy and human rights (Order of Albert Luthuli), those who have shown outstanding bravery in great danger (Order of Bravery) and for excellence in the fields of arts, culture, literature, music, journalism and/or sport (Order of Creative Talent).

At its meeting today, Cabinet noted the difficulty which surfaced recently with regard to private shareholding in the South African Reserve Bank. Consultations will be held with the leadership of the Bank to find ways of ensuring that the statutes governing the Bank are updated taking into account its constitutional status as a public entity with a public mandate and public accountability.
